How the rate limits work
Burst capacity gives short-lived headroom at the second level. It does not increase the number of requests your workload can make across a minute.
Example: Hobby
5 sustained RPS, 6 for one second
A Hobby plan can briefly accept 6 requests in a second. That 20% burst is useful for a short spike, but it is not meant to run continuously.
The minute-level guardrail
The workload still needs to fit within 300 RPM
Six requests every second for a full minute would be 360 requests, which is above the Hobby plan's 300 RPM. Requests beyond the limit return an error.
